Believe it or not, this was found in the Sega Channel Dev Disc files (though as it was compressed in an obscure format, it took a bit more time to dissect than others). Was Sega of America planning on bringing this to the service at some point? Would be strange if they did, considering it's not even the complete game! (My guess is that Japanese ROMs were used for testing purposes internally.)
The most notable absence is Younger Toguro, but also missing are character portraits, and some music.... with a very interesting placeholder filling the blanks of the sound test!
