Just like in Sonic Patrol Car, the key is to use your speedup option.
In this case, when you use it, Eggman appears, and you can whallop him for what I presume is extra points. It doesn't even matter if you use your lowest-ranked peashooter or the piston punch powerup.
If you beat Eggman at the end, Sonic will find his friends. This also affects the ranking screen! I noticed AshTheDragon's feed gameplay had a 2-star run, so presumably you need to beat Eggman to get 3-5 stars. I will test this later.
