Whew, I had to get out DOSBox for this, and even THEN I had all sorts of troubles, it took several takes to get a recording that didn't have a crash!
So, the Win95 demo of Sonic CD has Acts 1-3 of Palmtree Panic. It's not shown in this video (to avoid the crashes) but you can also go into the Special Stages. There's no redbook audio - that was kept for the full version.
