[セガサターン] ぎゅわんぶらあ自己中心派 | Gambler Jiko Chuushinha DINA System Demo (Develo Magazine Appendix CD-ROM)
An autodemo for Game Arts' DINA system, which was the engine they used for generating anime cutscenes without FMV. The system is likely named for Daina Airan, which came out on Saturn.
I can't actually cross check to see if this animation was actually used in a Gambler Jiko Chuushinha game or not, although it certainly fits it's quirky, cartoonish style. (The game is yet another Mahjong game.)
